This pamphlet was used by Charlie (slang for Viet Cong) around Christmas time.
Cook Barela explained it in an e-mail to me where he wrote:

"I do remember seeing these type of leaflets on the Christmas wreathes
Charlie send to us, by floating them down the Sung Thu Bon River on
Christmas eve 1967, they also offered a bounty for Marines in India Company
and had some of us listed with a certain price tag attached for our names.

"I have photos of those wreathes as well. I do remember that we would find
similar leaflets alongside the trails we patrolled near Dodge City and
around Hill 37 and Hill 65, especially near the base of Charlie's Ridge,
near Hill 52."
